If I were the prime minister of this country, I would spend more tax money on young people.
〜だったとしたら means “if ～ were true, even though it isn’t.”
It is used to express a hypothetical situation that is not real but is imagined.
In this sentence, the speaker is not actually the prime minister, but they are saying “If I were the prime minister…” That’s why だったとしたら is the best choice.

“since (this is the case), one must be prepared to…”
→Expresses determination after stating a fact
にしたら
“from the perspective of ～, it would be…”
→Expresses something from another person’s perspective
にしては
“considering ～, it is different from what is expected.”
