「〜か〜ないかのうちに」
= “as soon as ~” / “just when ~ happens”
This phrase shows that one action happens almost at the same time as another.
Structure:
[Verb dictionary-form]か [verb nai-form]ないかのうちに
This sentence means:
They begin working at the exact moment the night ends.
→ So it fits the usage of のうちに
Among the four choices, only のうちに can be used with the special pattern “〜か〜ないか”.
So, that’s why のうちに is the correct answer.
Other Choices:
にしては
= “for ~ (it’s unexpected)”
とともに
= “together with” / “as ~ happens”
But it doesn’t work with “〜か〜ないか”
につれて
= “as ~ changes, ~ also changes”
But it doesn’t work with “〜か〜ないか”
