This 「の」 means くつ下 (socks) in this sentence.
If you say 「新しいくつ下」, you repeat くつ下 twice. This feels too much.
It’s already clear you are talking about くつ下. So, use 「の」 to replace くつ下 and say 「新しいの」 (new ones).
This is common with adjectives or nouns + 「の」. It replaces a noun when it’s clear from context.
