Before starting the graduation ceremony, let me first go over today’s schedule.

 

 

〜にあたって

= Before doing an important or special event

Since 卒業式 (graduation ceremony) is an important event, we use 〜にあたって to indicate something that is done before it starts.

 

 

Other choices:

 

〜以上は

= Since ~ / If you are going to do it, then naturally you must ~

(Used to express obligation or natural consequence)

 

〜につけ

= Whenever ~

 

〜に関して

= Regarding ~

Unnatural in this sentence because it doesn’t fit grammatically with “卒業式を始める(starting the graduation ceremony).”
