It’s hard to decide which one to pass, so let’s pass both of them.

 

 

The key grammar here is 〜がたい.

This means “hard to do” or “difficult to do.”

 

It’s used to express that something is difficult for psychological reasons, not physical ones.

In the sentence, the speaker feels it’s difficult to choose between the two candidates, probably because their skills are very similar. It’s a tough mental decision.

 

Verb [masu-form] + がたい

決めます masu-form

決め(ます)+がたい

 

So, 決め is the correct answer.

 

 

Other choices:

決めた (ta-form)

決めて (te-form)

決める (dictionary form)

 

These verb forms cannot be connected to 〜がたい.
