A：すみませんが、こちらの電話を(2 使わせて)いただいてもよろしいですか。
B：はい、どうぞ。

〜させていただく
= “please allow me to do ~” (humble request)
Structure:
Verb (causative te-form) + いただく
使う (to use)
→ 使わせる (causative: to let someone use)
→ 使わせて (causative te-form)
使わせていただいてもよろしいですか
= “Would it be alright if I use it?”
In this sentence, the speaker is politely asking permission to use the phone.
So, 使わせて is the best choice.
✖ Other choices:
1 使われて
→ This is the passive form, meaning “to be used.”
3 使ったら
→ This is the conditional “if” form.
4 使って (tsukatte)
→ 使っていただく means “to have someone use (it for me),” not “let me use it.”
