〜には見えない
= “doesn’t look like ~” / “doesn’t seem like ~”.
Use this when someone or something looks different from what they really are.
Noun + には + 見えない
悪い人+ には + 見えない
They don’t look like a bad person.
In this sentence:
The neighbor was arrested (fact), but they didn’t look like a bad person (impression).
So, には is the best choice.
✖ Other choices:
1 より:
Means “than” (comparison). Not used here.
2 では:
Works with ~ではない (e.g., 悪い人ではなかった) but not with 見える here.
3 でも:
Means “even/but,” and doesn’t fit before 見える.
