いまにも〜そうだ
= “any moment now” / “just about to ~”
We use this when we see clear signs that something is about to happen very soon.
In this sentence:
The “sign” is the 黒い雲 (dark clouds).
What is about to happen?
→雨が降る (It will rain).
So, 「いまにも雨が降りそうです」 is the perfect way to say, “It looks like it will rain any moment now.”
✖ Other choices:

2. いまで
4. いまをも
→None of these can come before 雨が降りそうです。
