This one’s for intermediate learners (JLPT N3)!

The key grammar here is:
必ずしも 〜 とは限らない
= “not necessarily ~” / “not always ~”
This is called Partial Negation.
It means “not 100% true.”
In this sentence:
Just because a shop is in a magazine, that doesn’t mean it is a good shop. (Some are good, but not all of them.)
Look at the end of the sentence: 〜とは限らない.
This phrase pairs with the adverb 必ずしも.
So, 必ずしも is the correct choice.
