The key point is:

Which verb naturally goes with 花（flowers）?

 

Let’s think:

What do you call it when you give water to flowers and help them grow?

→ That’s「育(そだ)てる」

= to grow / to raise

 

Structure:

そだてる

→ そだてて

→ そだてています

 

〜ています here shows something you do regularly.

 

花をそだてています

= I am growing flowers.

 

So, そだてて is the best choice.
