Has the company president already read that newspaper article?
お[verb masu-form]になる
= the respectful expression (尊敬語：そんけいご) for verbs.
お読みになる
= the respectful form of 読む (to read).
In this sentence, the person who read the newspaper is the company president (社長).
When talking about someone of higher status like the president, we must use a respectful expression (尊敬語).
Among the choices, only お読みになりましたか is the correct respectful form.
So, we should choose お読みになりましたか.
About other choices:
読ませていただきましたか
いただく
= humble expression (謙譲語：けんじょうご) of もらう.
お読みいたしましたか
いたす
= humble expression of する.
読んでまいりましたか
まいる
= humble expression of くる.
You cannot use humble expressions (謙譲語) to talk about the actions of someone higher than you, like the company president.
