Verbs cannot be directly followed by particles.
Only nouns can be followed by particles.
You need to turn verbs into nouns.
Verb + の
= Noun phrase
Verb ＋ の ＋ particle
→ “〜ing” / “to ~” in English
In this sentence:
話す (to speak) ＋ の ＋ は
→ 話すのは = Speaking is…
So, の is the best choice.
